Action Sequence

1. Develop Weapons and/or Purchase Units
2. Combat Movement
3. Combat
4. Non-Combat Movement
5. Place New Units
6. Collect Income

Land Combat Sequence

1. Put all units on battle board.
2. AA gun fires at each plane.
3. Attacker fires each unit.
4. Defender fires each unit.
5. All casualties are removed.
6. Repeat steps 3 thru 5 until...

   a) Attacker withdraws

   b) Attacker is destroyed

   c) Defender is destroyed

   d) Both sides are destroyed

Naval Combat Sequence

1. Put all units on battle board.
2. Attacking subs fire.
3. Sub casualties are removed.
4. Attacker fires other units.
5. Defender fires remaining units.
6. All casualties are removed.
7. Repeat steps 2 thru 7 until...

   a) Attacker withdraws

   b) Attacker is destroyed

   c) Defender is destroyed

   d) Both sides are destroyed
